The book the SEND system doesn't want you to read

Most parents enter the EHCP system completely unprepared. They don't know the law, they don't know their rights, and they don't know that local authorities make decisions they are not legally entitled to make.

The Parent's Shield changes that. It is the book that gives you what the LA hopes you don't have: a clear, practical understanding of exactly what the law says, what you are entitled to, and how to use that knowledge to fight — and win — for your child.

Every chapter is grounded in the Children and Families Act 2014 and the SEND Code of Practice 2015. This isn't opinion. These are your legal rights, explained in plain English by someone who has spent 25 years inside the system — and is also fighting it as a parent himself.

"I wrote this book because the information parents need exists — it's just buried in legislation and legal guidance that is deliberately impenetrable. Every family navigating the EHCP system deserves access to it." — Stephen Mallett, Author

You will finish this book knowing:

  • What every section of an EHCP must legally contain
  • How to write a compelling application the LA can't easily refuse
  • What to do when the LA says no — and what the law says they must do
  • How to appeal a refusal, challenge a weak plan, and escalate to tribunal
  • Your rights regarding school placement under Section 39 CFA 2014
  • How annual reviews work and how to use them strategically
  • When you need professional support — and how to get it
  • Ready-to-use letter templates and evidence-gathering frameworks

This book was written for you — wherever you are in the process

Whether you are taking your first steps or facing a Tribunal hearing in weeks, The Parent's Shield meets you at your stage.

🌱 "I've just been told my child needs an EHCP"

You're at the beginning and that's the best place to start. This book gives you a roadmap — from initial application through to a finalised plan that actually works.

😤 "The LA refused to assess my child"

A refusal to assess is one of the most common LA decisions — and one of the most challengeable. The book sets out your rights and exactly what to do next.

📄 "We have an EHCP but it's weak and vague"

A poorly written EHCP is almost worse than none. You'll learn how to audit every section, identify what must be changed, and how to force meaningful amendments.

🏫 "The LA won't name the school we need"

Section 39 of the Children and Families Act 2014 gives you a parental preference right. This book shows you how to use it — and what to do when the LA ignores it.

⏰ "I have a Tribunal deadline in the next few weeks"

The tribunal chapters are written as a practical guide to building your case, understanding what the panel expects, and presenting your evidence effectively.

🔄 "My child's EHCP hasn't been reviewed properly"

Annual reviews are a legal obligation — not a bureaucratic nicety. You'll learn what must happen at a review and how to ensure it produces meaningful outcomes.

"The local authority is not your enemy. But they are under-resourced, subject to budget pressures, and guided by people who sometimes rely on parents not knowing their rights. Knowledge is the single most powerful thing you can have in this process — and this book gives it to you."
— Stephen Mallett, The Parent's Shield

Former Headteacher Former SENCo 25 Years SEN Experience SEND Parent Founder, SEND Navigate

Stephen Mallett has spent over 25 years working inside the SEN system — as a teacher, SENCo, and Headteacher. He has managed SEND provision, reviewed EHCPs from the LA's perspective, and made the decisions that parents find themselves fighting against.

He is also the father of two children with special educational needs. That means he has navigated the exact system he describes in this book — the delays, the vague plans, the refusals, and the determination it takes to keep pushing. He wrote The Parent's Shield because he has knowledge most parents don't, and he believes they deserve to have it.

Stephen now runs SEND Navigate — an EHCP consultancy and advocacy service supporting families across England. He offers professional support for parents who, after reading the book, need expert help at their side.

Frequently asked questions

Is this book relevant to my situation?
If you are a parent of a child with special educational needs in England — at any stage of the EHCP process — yes. The book covers the full journey from initial application through to Tribunal, with dedicated chapters for every key decision point.
Does reading the book mean I don't need professional support?
For many situations, the book will give you everything you need to self-advocate effectively. For more complex cases — particularly those heading toward Tribunal, or involving disputed school placements — professional support is often worth it. The final chapter is honest about when that line is reached.
Is this a legal textbook?
No. It's written in plain English, for parents — not lawyers. It references legislation throughout, but the goal is always practical: what does this mean for you, and what should you do next?
My child was just referred for an assessment. Is it too early to read this?
It's never too early. In fact, reading it at this stage gives you the best possible chance of getting the process right from the beginning — which significantly reduces the likelihood of problems down the line.
We already have a Tribunal date. Is there still time for the book to help?
Yes — particularly the evidence bundle and Tribunal chapters. However, if your hearing is imminent, a consultation with SEND Navigate may be more immediately valuable. Book a free call and we'll be honest about the most effective use of your time.
How does this connect to SEND Navigate's professional services?
The book and the service are designed as a complete system. The book empowers you with knowledge. SEND Navigate provides professional support when you need it. Many clients come to us having read the book — they arrive informed, prepared, and ready to act.
